TRAINING AND EDUCATION. We help governments, NGOs and businesses prepare teams and individuals to operate effectively in fluid environments. We design and deliver courses in counterinsurgency, stability operations, and the dynamics of local conflict for audiences including academics, field personnel, diplomats, development professionals and the military.

Caerus courses combine best-practice social science with up-to-the-minute field insights from our deployed teams.  Our courses help graduates analyze instability and understand how it impacts their activities, while cultivating a community of practice that fosters future learning.

STRATEGY.  Caerus senior leaders have advised at the highest levels of the U.S. and allied governments, international institutions and the private sector.  We help clients assess and mitigate risk by understanding opportunities and tradeoffs when working in conflict and disaster affected areas to develop integrated risk mitigation plans. Caerus provides specialized planning support teams to assist clients in deliberate planning and crisis mitigation.

Understand & Measure:

ANALYTICS. We deliver rigorous assessments, analyses and evaluations of complex stabilization and security dynamics. Using state of the art quantitative and qualitative data-mining and pattern recognition methods, we have developed and applied novel techniques to understand complex environments and population dynamics when traditional research methods fail.

ADVICE. We help clients develop solutions for challenges across the Americas, Asia, the Middle East and Africa through cutting-edge insights developed by field teams and researchers from the field to the strategic level.

Caerus provided advice that helped an international humanitarian NGO devise a strategy to safely recover three of its field staff kidnapped in a remote and hostile area.

Caerus provided advice to the U.S. and allied governments on stabilization, recovery and development in Afghanistan, Africa and the Middle East.

FIELD RESEARCH NETWORKS. We work with networks of experienced researchers and analysts who analyze community resiliency, governance, economic conditions, and other stability factors in South Asia, the Middle East, North Africa and beyond.

Design & Execute:

APPLIED TECHNOLOGIES. We apply technologies in unique ways to address client needs while empowering people. Working with local communities, we are developing distributed renewable energy concepts for electrical power which aim to improve community consultation, security, and education.

We design and implement open source tools for austere and low tech environments to enhance local community communication and civic participation.

Working with urban design partners, we re-imagine ways to construct urban landscapes to promote greater stability by enhancing community and systemic resiliencies.
